Cloth-based substrates are stronger and more durable, making them less sensitive to temperature and humidity.

The binder used to bond the abrasive to the substrate should be strong, elastic, heat-resistant, and water-resistant. Common binders include animal glue and synthetic resin. Synthetic resin has better water resistance and is used in water-resistant sponge sandpaper.
